Ciudad del Este is a feast of the senses, a rough and ready border town that began life in the late 1950s as Puerto Flor de Lis in what was then a wild jungle. Thanks to fiscal concessions by the state, most notably its designation as a duty free port, it has grown from a faraway outpost in the middle of nowhere – albeit sitting on one of the world’s greatest natural wonders – to become Paraguay’s second city.
